As of 2 March 2020, Belgian citizens are exempted from visa requirements for touristic travels to Turkey of 90 days within a 180 day period.
For long stay visas you have address the Turkish embassies and consulates in Belgium.
The Belgian embassies and consulates are not authorized to issue visas for Turkey.
