Embassies and diplomatic missions do not have the authority to issue drivers' licenses.
According to article 3 of the Royal Decree (23 March 1998) driver’s licenses or duplicates are issued by the municipality where the person involved is registered.
If the applier of a driver’s license is registered in the Belgian Embassy in Turkey, he should also address the municipality in Belgium where he was registered for the last time and submit “registration certificate” provided by the Belgian Embassy in Turkey.
A driver’s license can also be obtained by a letter of attorney.
